If there is a female dog that is in heat is it within the law limits to have it tied up?
In your yard and not be outside. We have a nosey neighbor that ties her dog out when it is in heat and keeps it out awhile not being out there and expects our dog not to run out when my children open the door. i know about laws for our dog ...but could she get in trobule for this?
